Peculiarities are considered of forming the laser echo signal from the seabed during the bathimetry through the sea surface, disturbed with wind-induced wave. Within the framework of the small angle theory of radiation transfer in a dispersing medium and the approximation, linear relative to wave surface slope, a lidar signal model is build which includes two first statistic moments - average power and dispersion of the power fluctuations induced with rough sea. Examples are given to illustrate the influence of the dispersing properties of the sea water and sea surface unevenness upon the lidar echo signal from the seabed. The lidar signal model may be applied in creating fast algorithms for the computer simulation of laser systems for deep mapping of the shallow water of the continent shelf.
