Editorial policy
The editorial policy of the Herald of the Bauman Moscow State Technical University journal follows recommendations of the Committee on Publication Ethics (COPE).
Principles of Professional Ethics in Activities of an Editorial Board and Publisher
An editorial board (editor) orients in its work to the modern juridical requirements of the RF legislation with respect to copyright, plagiarism, and ethical principles, supported by the community of leading publishers of scientific periodicals, and is responsible for publication of author's works, which necessitates the conformity to the fundamental principles of:
- urgency and singularity of research;
- authenticity of results and scientific importance of the work performed;
- recognition of contribution of other researchers to investigations in field under study and the mandatory presentation of appropriate references to the used publications;
- mentioning of all participants contributed substantially to the performed research among co-authors and approval of the work submitted for publication by all co-authors;
- taking measures immediately for correction of significant mistakes and inaccuracies detected by the author or revealed by the editorial staff.
The unpublished data obtained from the manuscripts submitted to consideration must not be used or transferred to any third parties without the written consent from the author. The information or ideas obtained in the course of editing must remain confidential.
An editor must not admit to publication the information if there is a reason to believe that it is plagiarism or contains materials banned from publishing.
An editor in common with a publisher must not leave unanswered the complaints concerning the considered manuscripts or unpublished materials and, if the conflict situation is revealed, must take all necessary measures for restoring the violated rights.
Principles of Ethics in Activities of a Reviewer
A reviewer performs a peer review of author's materials, and his activities must be of unbiased nature and in compliance with the following principles:
- a manuscript received for reviewing must be accepted as a confidential document that cannot be passed to third parties for examination or discussion without a consent of the editorial staff;
- a reviewer is obliged to evaluate the stated research results impartially and with reasoning. To criticize the author personally is inadmissible.
- unpublished data obtained from the manuscripts submitted to consideration must not be used by the reviewer for private profit.
If a reviewer thinks that his qualification is insufficient for the manuscript evaluation, or he cannot be impartial, e.g., in case of conflict of interests with the author and the institution, he should inform the editor staff about it with the request to exclude him from the process of reviewing the given manuscript.
Principles of Ethics in Activities of an Author of Scientific Publications
An author (or a group of authors) is personally liable for novelty and adequacy of the research results, which suggests the adherence to the following principles:
- the authors of the paper must present reliable results of the conducted research. The deliberately erroneous or faked statements are inadmissible;
- the authors must guarantee the singularity of research results set forth in the submitted manuscript. The borrowed fragments or statements must be furnished with the mandatory indication of the author and original source. Excessive adoptions, as well as plagiarism in any forms, including unarranged citations, paraphrasing or plagiarism of copyright for results of smb. else's research, are non-ethical and unacceptable;
- references to publications that were important in conducting the research should be presented;
- the authors should not deliver to the journal the manuscript that has been sent to another journal and is under consideration, as well as the paper already published in the other journal;
- all persons contributed substantially to the research conduction should be indicated as co-authors. It is inadmissible that persons taking no part in the research be mentioned among the co-authors;
- if significant errors or inaccuracies are found by the author in the paper at the stage of its consideration or after its publication, the author must to inform the editorial staff of the journal about it as soon as possible.
The code of ethics of scientific publications is developed and approved by the Committee on Ethics of Scientific Publications.
