Modeling principle is presented for the radar signal scattered by the sea surface. The principle is based on the theory of radio wave scattering by statistically uneven surface. The spectrum model is proposed taking account of weather conditions and statistical parameters of the scattered signal. The results of modeling the resonance reflections from the sea surface, are given.
