Electromagnetic Wave Reflection and Refraction at the Flat Boundary "Air-Dielectric" with Free Surface Charges

A problem of the electromagnetic wave reflection and refraction at the flat boundary "air-dielectric" with free surface charges is considered. Relations for the reflection and refraction factors versus the surface charge density are obtained. The study results allow making a conclusion that it is necessary to examine in detail the electromagnetic wave dissipation by charged bodies by which, in particular, hydrometeors can be presented.
