Results of measurements of the radiating power registered by a lidar system receiver from the rough sea surface at flat trajectories while the sea is covered with foam are given. Analytical expressions are obtained for an average power being received under condition of a weak and strong blockage of a laser beam with sea surface elements. It is shown that results of calculations according to the derived formulae are in close agreement with numerical results for various models of the foam cover of the sea.
