A phase method for low elevation measurements is investigated which is invariant to the presence of re-reflections of radar sounding signals from the underlying surface. The method is based on receiving signals by the antenna system with two synthesized phase centers spaced apart in the horizontal plane along the line-of-sight of targets. The feasibility of program implementation of the method allows it to be used in the existing radars with phase arrays. The accuracy characteristics of the method are given for elevations within a range of 0. . . .6 degrees.
